For a long time we have persisted in making life difficult by ignoring the need for $Foswiki::cfg{ToolsDir} and $Foswiki::cfg{ScriptDir}. Plugins often need to find these directories to get paths to components that need to be off the webserver load path, or check something.
Add them.
