Item1622: Improve File-Upload-Process in Rich-Text-Editor

Uploading a file through the Rich Text Editor could be much easier:

  1. Open the popup in the right size
  2. Start in the Upload tab right away
  3. Automatically reload the tabs after the successful upload

I'm sure it could be improved. But it's an enhancement, not a bug.
