Item12849: Implement Development.RemoveDeprecatedEmptyDENYRule

• Eliminate the deprecated "Empty DENY Settings are interpreted as Allow everyone"
• Add an ALLOW and DENY * wildcard. The rule will match any user.
• Enhance the TWikiCompatibiltiyPlugin to add some backwards compatibility to the AllAuthUsersGroup and AllUsersGroup added by TWiki
