---+ WorkflowPlugin reads state from txt,v file after editing the txt file

I deleted all lines that WorklowPlugin wrote into the txt file to reset the topic to the initial state.

But when displayed in the browser, the topic still seems to have the last state before the edit. A query of the state also shows the state before the edit. A search for topics without META:WORKFLOW finds the topic, however.

If I delete the txt,v file, the initial state is shown.

If I edit & save the topic or run the save script on terminal the correct intial state is shown.

So I think WorkflowPlugin does not read the state from the txt file, but uses the txt,v file (maybe only when the files are out of sync).
