Item11791: Filtering a column doesnt work with special chars (ie. umlauts) in 8859 environments

Normal New Extension JQGridPlugin  
Testcase:
  • your SiteChar is iso8859-1
  • your grid shows rows with special characters (ie. german umlauts)
  • you filter a column by an expression with that special char
Result:
  • empty resultset
Expected:
  • the resultset should list that row

May work in utf8 environmens. Not tested.
