HijaxPlugin has in the HijaxPlugin_installer (MANIFEST) wrong permissions, like: 

pub/System/HijaxPlugin/blank.gif,0444,
pub/System/HijaxPlugin/hijax.css,0444,
pub/System/HijaxPlugin/hijax.js,0444,
pub/System/HijaxPlugin/json2.js,0444,
pub/System/JQueryMarkItUpEditor/images/bold.png,0444,
pub/System/JQueryMarkItUpEditor/images/code.png,0444,

After installing it, the configure complaining with: 
Error: 52 directories or files have insufficient permissions. Insufficient permissions could prevent Foswiki or the web server from accessing or updating the files. Verify that the Store expert settings of {RCS}{filePermission} (0644) and {RCS}{dirPermission} (0755) are set correctly for your environment and correct the file permissions listed below.
