I am upgrading our server from Foswiki 1.0.9 installation to 1.1.2. I have followed all the steps listed in upgrade procedure properly. But after upgrade when a new user tries to register with the site, the UserWikiPage? is not created and also the entry in .htpasswd file just has encrypted password and email id is not stored in the .htpasswd file. There are no errors reported in working/logs/error file. The new user is able to authenticate but user topic is missing. What could be wrong?

Find site's LocalSite? .cfg as attachment.

You have NeedVerification? enabled, does the user get the email and respond to validate the email address? If the Main web is write protected, does the RegistrationAgent have permissions to write to the Main web? You are right RegistrationAgent didn't have write access to USERSWEB. Looks like in 1.0.9 access right checking was not done.
