Feature Proposal: Provide support for a User web and user subwebs

Motivation

In Unix (and Mac OS X), users get home directories. In TWiki/Foswiki, traditionally, they only get a home "page" (e.g. VickiBrown). So, where do users create new pages? There's Sandbox, but that's shared.

When I worked at Yahoo!, a commn request was "where can I create pages for myself?" Our answer was "Sandbox or your project web" but that's not realy a good answer.

I looked at HomePagePlugin but that only seems to address automatically taking a user to his or her home page. Again, this proposal is for a subweb (a home dir) where the WebHome is the Home page, not just a single topic in Main.

Description and Documentation

Analogous to Unix home directories, admins should have the option of supporting user subwebs. <nop>Main.UserTopic would redirect to Users/UserTopic/WebHome.
