Feature Proposal: Create standard topic update notes

Motivation

When monitoring site updates, in a site changes topic, RSS or email notifications, it is often hard to discern a 'real' update from a mechanical update like an updated attachment or reparenting action. Change topics (and emails) get flooded by irrelevant topic changes, reducing their value so that users are more reluctant to monitor changes or even unsubscribe from email notifications.

Description and Documentation

Add a mechanism to log topic update actions:
  • Each topic update should log the action, for example "reparented", "renamed", "attachment added", "user topic created".
  • The log should be extensible to work with human edited update notes as with RevCommentPlugin
  • The log notes should be translatable (also to userfriendly English)
  • Change topics (and emails) should be able to display the change notes
  • Change topics (and emails) should be able to filter updates based on the action

Examples

  1. A topic is reparented by a user
  2. The action is logged as "reparented"
  3. The email notification uses a filter that removes reparented topics from the list so this topic update won't be emailed

Otherwise, this sounds like a reasonable extension of the existing notification process.
