ChangeProposals that are AcceptedByCommunityVote

If a proposal has committed developers and a commitment date at least 14 days in the past, but no consensus can be reached on the proposal (at least one person has a concern that they have not voluntarily removed), then the proposal will be put to community vote. A community vote is raised using an email to the foswiki-discuss@lists.foswiki.org mailing list. The email should:
  1. briefly summarise the issues, link to the feature topic,
  2. invite people to vote for or against the proposal, by visitbng the feature request topic and adding their name to a list,
  3. set a close date for the vote, which should also be recorded in the feature request.
